Like said before make sure everything is up to date. CFW and freeshop.

Can you discribe what happen? Like you select the game, press the download icon on the touch screen, wait for the game to be download before you quit the ap and wait a few seconds to see it appear in the menu. Is that the steps you follow?

thats exactly what i do and nothing happens

Don't know what to say, never happen to me before. I'm clueless. Have you try other way to install .cia? Like an emulator from gbatemp or something like hat that you would install with fbi. Does it work? Just to know if it comes from your freeshop or your cfw.

how exactly do i use them, when i used the first it just took me to the home screen and the second one wont scan on fbi

From the way it looks, I got a feeling you just have had the slider for write protection in the wrong place on the SD card. It could be "installing" the stuff without actually installing anything...

Check if the slider is in the correct position, that's it. If it's not, change it to allow writing on the SD card.

its a new nintendo 3ds there is no slider because its micro sd

Missed that. Then put it in your computer and see if it allows writing to it properly or if it's corrupted.

Four swords installs to TWLNAND on the 3DS and not onto the SD Card. You might want to reformat your micro sd. Make sure it's FAT32 and not exFAT (though most 32 GB cards should come formatted fat32 anyways).

If you have to wonder how you check to see if you have a NAND backup or not, then you most likely don't have one. It's something you might have done when installing your CFW.
