Hardware Freeze when opening friends list

So I try to go into my friend list and it Just freezes

I have 2 Miis made, Using Luma latest build, latest system update

I had this problem some months ago, did your 3ds had rxtools? My problem was because the change of rxtools to b9s and the only form to enter in my friend list was to format the console. (Sorry for my bad english )

let it sit for about 10 minutes on that screen. no need to format.
