Hacking System Settings crashes 3ds

So I'm working on a 3ds that crashes when it goes into system settings. The person who asked me to work on this told me that she tried doing the system transfer cfw installation method, and instead of waiting a week to put her account back onto the source 3ds, she restored her SysNAND, and now it crashes whenever she goes into system settings. I tried tinyformat, but that crashes whenever the 3ds is restarted. Is there another way to do a system format, or a way to stop system settings from crashing? It's an ARM11 crash.

I would try doing a ctrnand transfer

try installing a clean ctrnand image from 3ds.guide

I followed the 3ds.guide and got to the point where it tells me to update, and go into system settings and it crashes the same way.

Edit: Do I just skip the update and do the rest of it?

Try updating in recovery mode. Hold L, R, (shoulder buttons) Up (on D-pad), and A and press power while still holding the buttons to boot up.

If it still doesn't work, try a 9.2 CTR transfer then try to update https://3ds.guide/9.2.0-ctrtransfer
