@rikudawn, all you need to do to use the card on both Vita's is set your id.dat file to read only before putting it in the new Vita. You can do this by installing Memcardswap. https://github.com/SMOKE5/memcardswap/releases <
Once done, you can swap between the two Vita's (as long as the user account is the same) without issue. Just note you won't be able to see homebrew and things in the new Vita, and higher firmware games won't run on the old Vita.
Obviously one of his Vita's is on 3.60 otherwise he wouldn't ask, so yes it can. You just need to run it once on the hacked Vita, once the id.dat is set to read only the 3.65 console can't update it so you can use the card between the two. This has been a thing that has worked for nearly a year now. Read the OP next time, don't just assume both things are on 3.65.3.65 no cfw like I said can't be done
