My friend has CFW and needs to transfer to a new system. (o3ds to o3ds)
The new system has CFW, both on the latest version of luma and b9s, and all important save files are backed up.
Is there anything else we need to do before the transfer?

I've never seen the point of doing an official system transfer on hacked systems, and showing Nintendo all of your pirated content. You can just backup "ctrnand_full.bin" from the S: drive in Godmode9 to 0:/gm9/out, then select it on the target system and pick the transfer option. Also, remember that GM9 has the option to unmount the card at any time, so you can easily swap cards if, for example, the systems are using different exploits.

Best reason I can think of is transferring their NNID which is linked serverside. You can't transfer THAT to another console without using the official transfer or calling Nintendo. (Well you could but without an official transfer you'll just get a message about not being able to use this NNID on this console)

The built-in NNID tool in MSET allows you to unlink it from the original device. Then you can just set it up on the second one. This should not require a phone call. If it does, so be it. Better than letting them see everything you've downloaded. Honestly, I usually don't even bother setting it up. Too much hassle having to create a Mii and all that. If I want online play, I've got a PS4.

It won't let you use an NNID on any other system than the one that created it unless you do an official transfer or call, to have it unlinked/linked on the server; not just the console. There is no way to unlink an NNID from Nintendo's server from your device, hacked or not.

Regardless, it's just a phone call. It's not going to kill you to actually talk to someone using the antiquated voice method for 5 minutes. And it's much safer than going, "hey, check out all this stuff I snagged from you for free, you're not going to get mad and ban me are you?" regardless of whether they actually will or not.

They said "no" to me when I called. System transfer is easier and can be done after hours without waiting in a queue and doesn't require coming up with a believable reason.

I am going to add to that, do a complete backup of the source system. Backup the NAND, SD card, and saves, because these will help you out.
Once you are done with the transfer, do a complete restore of the source system
Not every game will be restored through the tickets, so you can use your source to as reference for the games that didn't get restored and redownload them. You are also going to have to use a save manger to backup the saves and restore them.
This is just a helpful tip to make sure everything gets completely transfer and you don't loose anything.
