Probably temporarily stuck parallax barrier, tried just waiting for a day?
it just happened, Enabling and disabling the parental Controll restriction doesnt work. when it reboots, evenough slider is set to Off, it goes right back into full 3D

Go into settings and turn 3d off from there? Run an app that doesn't have 3d? Do normal troubleshooting to try to clear it, then come back with results.

So turn off the 3d completely (it'll ask for a password any time you try to launch a title and won't let 3d work at main menu at all)

PS I have a similar issue that when I shake me 3ds even a bit it turns on 3d and then off so it goes crazy. Turned it off.

*bumped* the Problem resolved itself after leaving the battery out for a day.
Told ya, it was some "overheating" of the parallax barrier, something similiar (screen burn in the corners) happened to me after running DevMenu at max brightness all night, and went away after about 6 hours of rest :)
