Homebrew transfer freeshop games to non cfw console

So if I inject ticket.db will that work?

In a console with cfw yes in a console without it no. The tickets installed with freeshop tikshop etc don't have the "permission" to use in your console, the cfw ignore it but the ofw no.
 
Even if you were able to inject freeShop tickets on an OFW system (using ntrboothax with GodMode9 or similar), those tickets would be rejected by the system because they don't have a valid signature. The only way to get tickets with valid signatures is by purchasing a title on the eShop (in which case the ticket would be valid only on that system) or by dumping a preinstalled title (e.g. "legit" CIAs).

So if I dump a legit CIAs ticket inject it into the source console systransfer to target I will be able to redownload the game because SIG is legit?

Yes but you could just run tikShop. That would be a lot easier. It will install every ticket available in the titlekeys database.
 
Lets just make this plain and simple: Any games you pirated in your hacked 3DS can not be played on another 3DS without CFW. Non-hacked 3DS systems have a signature check system in place that looks at the tickets of each installed game and app on your 3DS. Any that don't have a valid signature are not playable, ie any downloaded through FBI, freeshop, etc. as those are pirated and can not have a valid Nintendo Signature on them.

As for extracting and installing legit tickets, if you did a system transfer, then those legit tickets were already transferred over to the second 3DS system, as per the process of the System Transfer. So extracting a legit ticket from the source 3DS just to install on the other, after you did the system transfer, is a needless act that only gives you what you already have. Legit tickets only work for legit purchased games. You can't just grab a ticket from a purchased game and copy it onto another game. The system will read it as a bad signature for the other game and still won't let you play.

The Only Way to play games not purchased from eShop that didn't come pre-installed on a 3DS is to hack the device and install CFW. When the person you quoted said "legit tickets" he meant bought games from the eShop, not "legit cias" (@Dimensional you should edit your post and clear up the wording so it is clear).

To install actual legit cias you need arm11 access which we only have on 11.3 and below, NOT on 11.4 and 11.5.

Any pirated material you want on 11.4 and 11.5 is not going to happen, unless you install CFW on it using a hardmod or DSiWare hax.

It's very simple. You must hack the 3DS and install a CFW, like Luma, to install games that weren't downloaded through the official Nintendo eShop. In other words, Both 3DS systems need the hacks, not just one. So hack the other system, or give up trying to install games through FreeShop or the titlekey database, because they won't run/install on a non-hacked system.

Hacked 3DS = installing games through Freeshop, FBI, titlekey database.
Non-hacked 3DS = No game installed through the above will survive system transfer.

This this is still to confusing to you, then I'll put it in the most simplist of terms possible, and you need to do exactly what it says.

Either hack your 3DS, or stop trying to install the pirated games. They won't work!

Why are we going through this whole process when you can just transfer it with cfw to the new system and then reinstall the games. theres no point to not installing cfw if you want free games

Because the signature for those pirated games won't be signed by nintendo, which is why CFW disables signature validation, so those pirated games can be played. When you do the system transfer, those title keys fail the signature check on the receiving system, which means you won't be playing them on that 2nd system until you either buy the game or hack the console.
