ROM Hack I want convert from 3ds to cia with latest luma

As you can see in the title, i want to convert a rom i don't know how. I used Rxtools and A9lh before but now i'm on B9S so i'm lost. Can someone helps me ? If at least i was able to generate these damn xorpad... *sob*

Just use Godmode9 to do it.
Just Navigate to the .3DS file you want on your SD card, press A to select it, then go to NCSD image options, and hit build CIA from file.... Bam. Done.
