I have a NEW3DS XL, with Luma and boot9strap on 11.4. I would like to return back to stock firmware and bootloader. Is this possible?

Restore a nand backup. If it has a9lh, use safea9lhinstaller to uninstall it.

okay thanks, also I my hardrive failed on my PC which Is why I lost the backups

The current Guide(TM) didn't teach noobs to backup a clean NAND.
You received only firm0_enc.bak + firm1_enc.bak (or firm0firm1.bak).

For firm0firm1.bak, d0k3 gave an alternative method to restore it:
1) Dump NAND and rename it to NAND.bin.
2) Use Hardmod B9S Tool to inject firm0firm1.bak into NAND.bin. (Backup NAND.bin once more before do this step since Hardmod B9S Tool modifies the NAND image on the fly.)
3) Inject the modified NAND with a do-not-keep-hax function.

For firm0_enc.bak + firm1_enc.bak, you need to ask d0k3 how to restore it with GodMode9.
