Homebrew Any Pokemon "Hardcore" Rom Hacks

So I have played through Pokemon X, and some of Pokemon Alpha Sapphire and I have noticed that the difficulty curve is not really that steep.

Is there like, a rom hack to increase the difficulty curve?

Pokémon Neo X + Neo Y
Pokémon Rutile Ruby + Star Sapphire

And there are also Sun and Moon Hacks but I forgot the names.

I just tried to install it with Luma method, no luck.
I take it 11.3 is a requirement, (I'm on 11.4) Either that or I'm just compiling the files incorrectly.

Edit: nvm just had wrong Luma setting
