Did you try installing FBI.cia as well?

Try opening the eShop, letting it setup, then closing the eShop. Then try installing your game

Ya sounds like it needs to build the .db files which eshop should do automatically or you can find a tutorial to do by hand

I've never had it make a database if I didn't have one. I've always had to make it by hand on a new system I'm hacking.
