Hacking Is it possible to System Transfer through different versions...?

I have two N3DSLL (Not XL)
One is 11.4 (didn't install anything)
The other one is 11.3 A9LH

I'm wondering if I could system transfer from my 11.4 console to the 11.3 console...
Because I have my pokebank and some fire emblem dlcs on the 11.4 console...

And I'm not sure if it's ok to update to 11.4...

You can system transfer, and it's safe to update to 11.4

To me PKSM feels like cheating.
