No. boot1 is signed.

With the key, you can decrypt boot1 and start looking for boot1 exploit. But it doesn't guarantee anything.

The boot1 key is "hidden" from otp by boot0. This means that even with full IOSU permissions you won't be able to access this key, you need to get code running in boot0. If you look at an otp dump for the boot1 key, it will be a brunch of zeros
