Card1 games have a ROM and (optionally) an EEPROM for saves, so no
Card2 games have a NAND and some way of write-protecting the main game section (which allegedly is not in hardware: someone managed to brick one - I think it was yls8 since he made the 1st save manager)

No since you can't use them without a PANDA and an IS-CTR Unit.
CCI is a synonim of .3DS
Of course, they can be retail, dev, or unsigned

I've meant that you can directly launch a CCI with an IS-CTR unit without the need of a cardridge

Yep, you can actually open it to upgrade the ram (2 gb stock), the extra over a real console is used to hold a rom for slot1 emulation
Yes, official usb loader

Correct me if I'm wrong, but in the case of say, CARD2 games like Pokemon XY and ORAS where the save file is on the same chip as the game, isn't the entire chip rewritable?

after trying to search on google I so far found no way to buy a blank ds or 3ds game cart

but if we could get one we could possible flash a game on it as they are most likely Chinese copies that don't have any write protection on them

They're called flashcarts.

Could be that the read/write requests made available at firmware level will honor refusal to write into space they're not supposed to write to but that more "raw" requests can simply ignore this. If it's the firmware enforcing it, it can be circumvented with a bootloader app unless it's in the console hardware's behavior itself. Then a third party save tool might be made to turn CARD2 games into one-title reflashable carts, if reprogrammed to.

kind of off topic but while searching on sites for 3ds blank cartridges I found this

http://www.dhgate.com/product/game-...tendo/382265851.html#s1-0-1b;searl|3834703107

this may be very helpful for some people.

also found this https://www.aliexpress.com/item/Ori...32707727381.html?spm=2114.40010708.4.2.szLpLL

I think the only way to find fake game carts that may allow you to write to it

I found this which looks too good to be true http://www.ebay.com/itm/Pokemon-Sun...577922?hash=item237ec33602:g:cH0AAOSw3v5YskWB

after reading more in this listing I see it is a combo for $10 AND NEW it and the item is located in dsghd, United States

whatever that is anyway I am almost 100% sure this is either a scam listing or a fake game.

maybe this may work.

again this maybe completely false info but again it may work:O:sleep:

--------------------- MERGED ---------------------------

and after opening the sellers page the seller is based in china

they are selling 2 games two cartridges although they look fake as they provide no info about it and it is apparently located in
dsghd, United States??? seller is also located in china but they are saying the games are shipped from the us.

Uh, they're just selling two different legitimate cartridges. What made you think that they managed to put the games on one cartridge?

What gives you the right to say that? He's trying to help, and maybe he know more than you do.
Coming again to the topic, you probably can with some type of cartriges, but most of them are ROM, so...
