well save dongles maybe?i don't think the 3ds has the ability to flash to a cartridge maybe a pc would do it buuuuut we don't have a way to access a 3ds cartridge on a pc (I think so)
yeah I got that dongle, but that one just has access to the save fileand yes we know there is a action replay https://www.amazon.com/Datel-Action...=UTF8&qid=1488125446&sr=8-1&keywords=3ds+hack but that edits the game content and does not even have a way to delete the actual game.
but even If we could open up the cartridge files you would not even have the correct files to place in there.
CTR Cards use .CCI files which stands for CTR Cardridge Imageas I think the cartridge does not use something like a cia file or 3ds... it probably uses the raw uncompressed files which I think are hard to get.

I don't know if a stock 3d would read unsigned CCI's but yeah, yeah rom hacks would be easier, also for NDS Games.although it would be amazing if we could do that. think of the possibilities..

although I think unsigned apps would still need cfw because of the checks that the system does
you can convert CIA/3DS files into CCI and backwards. also Unity for N3DS can build CCI filesalthough it would be amazing if we could do that. think of the possibilities..

that is also what I am thinking but then how can we save if they are only readI think that the storage chips are Read-Only, so once they are flashed they are done. Seems logical as to why the games are called ROMs. I could be wrong on this though.
No since you can't use them without a PANDA and an IS-CTR Unit.I am guessing those CCI files are on that 3ds iso site
CIA'S save in EXTDATA on the Sdcardno there not stored on the sd card because this a action replay powersaves thing uses the cards to read the saves so that clears something
