I think is only the EUR version of the game that you can downlod

Thanks. If I predownload now will I be able to a use that data when a ticket/titlekey becomes available? Or will I have to download the whole thing again?

I assume so, when a ticket or title key exists, just drop it in the install folder if you're using WUP installer and it will be playable
