I Was just Looking for something to make Custom banners etc. I won't be able to download any of the suggestions Due to my lack of high speed Internet.

You can always download it when you go to bed, that way it should be ready by the morning or afternoon. This is unless you speed is really bad?

I live on a lake, as we don't get any major ISP's we have Satellite Internet.

I've lived at least 12 years of my life with a download speed of of 60kilobyte/s. What i'm saying is that it isn't impossible to download with even your speeds. Obviously I'm not forcing you to do anything. I simply said it's a 6.7mb setup since you didn't know (for reasons imaginable, you probably didn't want to waste data by opening up many sites). No hate, just straight up information.

i am simply telling you my Internet speed, I have Downloaded a lot Games from Steam all of which are at least around 12-23Gb Downloads. I'm just not in the mood to bother with it Right now as it will greatly reduce my Speed. the "Don't Hate" Remark was mean't only as a joke.

Both paint.net and gimp can be downloaded and installed automatically with https://ninite.com/
Equally both of these programs are pretty small when all is said and done.
