O3DS can do PS1 emulation on some games at playable frame rates.
But emphasis on some games.
Crash Warped at max speed and no graphical glitches of hell? Oh boy time to de-dust my N3DS

You need to use the .cia for near fullspeed
Crash 2 runs well. I bet 3 would play good too
If you do use 2DS/O3DS, expect ~1-~18 FPS. N3DS can push 45-61FPS in bursts, depending on game and what's loading in said game.
I asked a question in a different thread about using the BIOS instead of Dynarec for speed, as well as using DSP for sound. Might need to be tested. I know or a fact playing with certain settings can improve sound and FPS, but I don't remember whay I did to give a concrete answer as to which settings need to be changed. Play with the Mhz refresh.

When I download all releases from libretro page (stables or nightlys), there is no new PCSX (no 3dsx nor cia) in the release zip.
The only one I found is an old from 2015.
So if anyone know where I can find the latest PCSX... Let me know, thanks.

They stopped supporting it because they stopped working on it because it was bad.
Don't go down the road of PSX emulation on a n3ds. You are in for a world of frustrating disappointment. Turn back now.

One thing that just occurred to me.... The sound on the 2600 sucked less back then the harsh sound we hear now is from infinitely better speakers we have now, back when the 2600 was new speakers produced a almost muffled sound, like CRTs made old graphics look slightly better. -

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
