It has come to my attention that the 3DS does not have a gamecube emulator. This is totally unacceptable!
Due to this, I have made my own. Running it as normal homebrew would make an already impossible port even slower so this one runs 100% bare metal as a firmware. It can boot into the BIOS currently and runs at ~2 FPS on an original 3DS. I will publish the source code and builds of it soon but still need to test and fix some issues with it. Big shoutout to Minki here for making the n3ds baremetal sdk which makes writing bare metal software with full acceleration and hardware feature support easy. This SDK currently is not yet public which is part of the reason why I cannot release the source code as of now but he is planning on releasing it soon.
Since I do not own a physical 3DS, I have done all my testing in 3beans. For hardware verification, Minki has helped and provided me with pictures of it running on his 3DS:
Edit:
I have published a compiled version of the emulator, place it on a fat32 sd card to try it out, make sure to provide a gamecube BIOS image, there are tutorials online on how to dump one from your own gamecube.
