I assume you meant right joystick? The only way I'm aware of are PSP per-game mods/plugins Camera Patch Lite and Remastered Controls. I'd also love to know if there's a way to use right stick in PS1 games...
As a bit of a workaround, for FPS games that allow swapping walk/look and aren't supported by either of the mentioned plugins (e.g. N.O.V.A.), it's possible to assign right stick to left stick in "original settings" and use reVita to bind face buttons to left stick, but reVita does it very poorly.
