The Health and Safety app disappeared, I only have FBI. Do I need the Health and Safety app?

It will be reinstalled after the 3DS is updated. Every 3DS update always ensures that all the system installed apps are installed.

It's not a folder on the SD Card, it's the internal memory of the 3ds

As soon as you start FBI, you have several options on the menu. Open CTR_NAND. If FBI takes you straight to SD card upon launch, it means you've got an old version of FBI and you'll need to update it.

1. Select “SD”
2. Navigate to arm9loaderhax.bin, then press (A) on it and select the “Copy” option
3. Return to the FBI main menu with (B)
4. Select “CTR NAND”
5. Select “<current directory>”
6. Select the “Paste” option, then press (A) to confirm
7. Exit with the home button

just now updated my N3DS XL which runs Luma CFW + A9LH Updated Sys. (no emu) only updated sys.
note: i have not tried the h&s fbi , i have fbi injected in that one but did not try.
and i can confirm everything works (by everything i mean the apps such as FBI and also the cia games on the homemenu.

guys i made a nand backup so if i ever wanted to use homebrew would i have to restore to 11.2 because i made a nand backup just yesterday
