I think it must assume that a user sticks around for a while, and generates its number with that assumption.

it could work the same way discord puts you on idle after not interacting with the PC after 10m
That, or it checks for what IPs are on the tab and updates based on which ones are currently there every 30s or so

In their current form, they are dead as they relied on downgrading the NFIRM which won't work. In the future, they could be used to install sighax though.
