They basically can't, since Game Sync's the only way they can peer into a save on account of the user uploading it. I didn't think too much about it, but with the remaining mega stones being gifted, once the gift date comes, the banned players with access to the hacking tools, can just generate those stones.
When I first read Nintendo are trying to entice people to use Game Sync, or to "punish" those who modified their saves in the first place (most likely as an incentive to not hack your save apart (pity we can just 'hack' the stones in anyway...)) that was my first thought.
It's not well thought out at all.
I don't use Game Sync at all because none of the features I use need it, and come the date of this "competition" - I'll just mod the stones in anyway, and still won't need to connect to Game Sync. GG no Re Nintendo. Your anti-cheat measures are 10/10 yet again [sarcasm if anyone reading this couldn't quite figure it out].
