I have a 500GB Hitachi Lifestudio Mobile Plus that I want to use for Wii U storage, but when I plug it in with a USB Y cable and format it, it says that there is only about 350MB of storage space. It can still be used on the PC, so there seems to be something wrong. I've verified 1GB on it with H2testw, so it doesn't seem to be a fake Drive. What do I need to do to get my Wii U to detect and format all of the hard drive?

Maybe it's partitioned? Try to delete all partitions and make a new one that uses entire drive capacity, then connect to wii u and format.
