My step-dad wanted his 2DS hacked but Field-Runners got shut down before we could do the transfer method.

It will work on 2DS, but none of the games are available for download.

You can still do the system transfer dsiwaredowngrade method with almost any DSiWare title. See here.

Yeah, that method has been available the whole time I just didn't want to reset my FC again, I just re-added all the people I know IRL
