Hardware RX 470 performance problems

I got a new rx 470 for Christmas, but with it I can only get 30fps maximum in all my games, and the general performance of my PC is a bit slower(lesser fps in emulators like Higan, which i got full 60fps with my less powerful graphics card, some apps take longer to load, etc.) ... I tried re-installing drivers about 4 times and changed a bunch of different settings but nothing has changed. Could anybody give me some advice to help fix this problem? Thanks :)

Higan is cpu bound anyway, what are your other specs and I assume you installed the latest relive drivers (12.20.16)?

Well yea but i'm getting lower frames in higan since i upgraded my gpu from an r7 260x, so something is wrong there. And yeah i've been installing the latest drivers from amd's website. My specs
Pentium G3258 @4.5GHz
rx 470 (previously r7 260x)
H81M-P33 motherboard
430w EVGA PSU

I did some more testing. Seems like something is wrong with v-sync, when i tried minecraft without vsync it gets 300-400+fps but with vsync its 30fps. Not sure how to fix it :(

30fps with Vsync on seems to be a bug with minecraft. Searching vsync 30fps turns up a ton of similar posts across a variety of hardware.

You can always try a fresh driver install, but this time use DDU to clean up all the left over crap first before installing fresh.

You can always try a fresh driver install, but this time use DDU to clean up all the left over crap first before installing fresh.
Its with all my games, not just minecraft. Also I used DDU in two of my driver reinstalls. I hope its not anything wrong with the card itself and just software issues

Could i do that and keep all my installed games? I can't redownload all of them again, i dont have the internet to do that
Do you have an extra HDD or SDD installed in the computer? I think steam lets you move games to the HDD or something.
I'm not really sure, use this as a last resort anyway.

Are you having problems with your RX470 from the start over multiple driver updates?

I only tried the latest update and the one on the disc that came with it, maybe i could try an older driver? I just got it yesterday and I've had this problem since i installed it

I know it is, but i said it should be because it might not be utilizing the refresh rate. I checked the settings earlier and it was on 60hz though

Check the monitor osd. Most monitors will tell you somewhere in their osd the res and refresh they are running at. So you can make sure, start a game, then get the monitor to tell you it's refresh and res and you can see if it's dropping out of 60Hz for some reason.

If they are steam/uplay/origin, as long as you keep the game files (whether that is backing them up somewhere, or if you just have them on a seperate drive to windows), when you reinstall the client, you can just point it to the folder the games are in and it will pick them up fine.

The ReLive driver has got one update, try using the original or even older drivers.

Do this, should eliminate any software side problems at all.

Opps, almost forgot. With Steam, you need the .acf files as well as the game files if you are backing up (.acf files are in steamapps).

I use a TV instead of a monitor so i don't think i can make it tell me this

and i'll re-install windows as a last resort, I'll keep the methods of backing games up in mind
