Hardware arm11.bin not loading

I'm installing A9HL on a a new 3ds XL and I'm following this guide. On Section II it says to go to the website that is supposed to load arm11.bin but nothing happens.

It also say I should be on 2.1.0 (I'm on 9.6). Assuming that's correct, I'm trying to downgrade by doing a ctrtransfer but Decrypt9 won't launch. It's showing up in the homebrew launcher but when I select it the screen does some funky stuff and it goes back to the homebrew launcher.

Decrypt9 will only load if you're on 9.2.

Awesome. The very small chance of the system soft bricking during downgrading happened and I'm forced to update.
 
You had a lot of bad luck then. Sorry.
It crashed during the installation of 9.2.0. The installation never actually finished. I thought this would count as a partial downgrade? The guide does say "If sysDowngrader crashes at any point during the downgrade (which can happen occasionally)" But it wont boot at all, not even to the HBL

Edit: OH! It booted fine when I removed the SD card
