The videos eshop its in english, he could do a hack to use english eshop, i thing there was a method to do this...

For using a USA eShop account, all you need is to create a USA NNID profile. Nothing "hacky" in there.

I know that im a bit later but if you buy a complete game in eshop says that you bought it, in all users say this.
Also there is a way to know if a game its bought by you (the user thats seeing eshop) or if it is in the console but some user bought it:
(In eShop), Menu>Downloaded Articles>Downloaded Programs> and here there are 2 menus, one for your programs and other for programs in this console
