My emunand is on 11.0 and I was reading about how they implemented the version check in 11.0. Does this still apply in emunand? Or can my browser still be downgraded?

You don't need to do any browser based hax in emuNAND.

you don't need to do this with custom firmware. there is a save editor that works on the 3DS if you want to check it out.
