I'm guessing you have added 4GB to an already installed 4GB ?

Are you running a 32bit (x86) version of Windows? it will fail to address >4GB. other than that, make sure it is installed correctly and try again, check the latency is the same.

I am running a 64 bit version of Windows 8 and yes i have added 4GB to an already installed 4GB.

I did not removed the default one and yes my laptop has 2 slots.

Look in the Bios (Uefi) if the Bios (Uefi) detects it.

In addition, try memtest.

note: if this is a BIOS based system it may not detect the extra RAM like with one of my old laptops.

edit:

Have you tried swapping the RAM around to see if it might be the slot?

Can you post some more system information, e.g. model and CPU?
Ok so it's an Asus x554l laptop Intel Core i5 5200U with 4gb ram and an NVIDIA GeForce 920m GPU

I think it only takes ddr3l ram
If it was the case my system won't boot right?

Not necessarily that it won't boot. In this case, it's entirely possible that the memory controller just "gives up" on the second module and continues booting with only one.

Can you get the model number of the working module?

Sorry but what's the module? My laptop is special since the first ram is soldered to the mother board. I followed this video to install the RAM :
I just removed a little cover

So it isn't actually two slots; it's 4GB built-in, plus an extra slot.

I'd say the most likely issue is the fact that your laptop does need DDR3L (1.35V), but the module only supports 1.5V. See if you can get it tested with a known good DDR3L module to make sure that this is the problem instead of there being something wrong with the slot.

That's the only RAM i have, i just tried removing it and re insert it and that did'nt work. But, now that I know it don't work, should I leave it in the slot or remove it?

Did you even look at the BIOS and the RAM voltages? Asus probably hard coded the BIOS to only accept DDR3L RAM. It's pretty common in ultrabooks. In that case you bought the wrong RAM.
