now i have used a program called GGGUY in the past to hack game genie codes into my genesis roms for use in my mega ever drive, how ever i cant find any info to tell me if this GB USB 64M Smart Card supports game genie cheats my guess is it doesnt i know the ever drive does i guess my question is if i use game genie guy aka GGGUY to hard code/hack the game genie codes i want into the actual rom will the cheats work even if said flash cart doesnt have a built in game genie option?

Classical speaking game genie codes are ROM patches that change what the ROM image appears as to the console. Unless you had a GG code made that only works in a less accurate emulator or something (very rare) then it will work fine in hardware.
If you want to hack action replay, codebreaker and such like codes into ROMs then... actually most such tools don't exist prior to the GBA but that can be tricky for some flash carts and if they don't support the codes you are left with annoying hacks or using emulators and swapping saves around.

Edit. Forgot to say another nice tool for hacking GG codes into things (various platforms) is CCCGP

The code patching is fairly simple (again it is just changing the ROM) so changing tool might not be of much value, no harm in having another though.

so in other words if im understanding you correctly if i take say the ninja turtles fall of the foot clan gameboy rom and use ggguy to add the unlimited health game genie cheat code into the rom then even if the flash cart has no game genie support the rom will play with the cheat automatically activated the moment i turn on the game correct

In a sense yes it will.
Game genie codes work by changing the ROM. In this case I imagine it stops it so the health bar never has anything removed as the game no longer has anything to touch it, it might not be for this but generally speaking that is how people set about making these codes.
Action replay codes add something extra to the game so that every frame the health/ammo/mana/... value gets set to maximum. This is why some games still have instant death despite AR codes.
