That would not make any sense, if your you are using emunand you cannot install cia on Sysnand. So i don't think so.

I was under the impression that one of the advantages of A9LH is that you don't have to install VC games twice in order to not lose the save.

I would not know. Emunand is just a clone of sysnand, but with luma is a custom firmware that is loaded with patches that allowes use of installing cia files. It has nothing to do with sysnand, and unless you have a9lh you CANNOT install cia on sysnand.Great!

I just bought a used Japanese version 3DS (Japanese by mistake because its cheap in Pakistan). The 3Ds is on 2.1.0-4J (Everything is in Japanese language). I need it to update on 9.2 or a firmware that support hacking without need of cart of gateway card.
Now you guys are my only hope because i searched all over the internet (i think) but not found a single way to update my 2.1.0-4J 3ds to a higher hackable firmware without buying original game cart or Gateway.
Now my question is for you guys that is there any way to update my 3Ds to a higher hackable firmware?? or no

Unlike SNES and GB/GBC VC, GBA VC resets the system when you end with the home button, and then it saves your progress. I don't have an EmuNAND system to test on, but I recall, at least at one point, it would reset to SysNAND, and if the VC game wasn't installed on SysNAND also, it would fail to save your progress properly.

@regnad You'd need to inject FBI into H&S on sysNAND in order to install CIAs, such as GBA VC.

To my knowledge any CFW that lets you run sysNAND (Such as rxTools, PastaCFW, MiniPasta and Luma I think) should let you install CIA's to the sysNAND, most people recommend either of the Pasta's as they are entirely sysNAND based CFW as they only boot sysNAND with signature checks patched.And is it only done with pasta firmware?
