Hacking Can't download WUP installer, unsafe message

Everytime I try and download wup installer from http://wupinstaller.com/ windows 10 tells me its unsafe and the download was blocked by smart screen. So I go in and disable smartscreen, its turned off, and I still get the same message. Any ideas.

Went into settings, and set the "turn on smartscreen filter" slider to off. Then went into Security and Maintenance, and Change Windows Smartscreen settings and checked "Don't do anything (turn off smartscreen)".

Still keeps throwing the unsafe error message. Byarrrghh

What browser are you using to download it?
It could be possible that Chrome is blocking it as well. I remember I had to turn off Chrome download blocking to download GX2.

I tried internet explorer and chrome. But the message that comes up is definitely "Smartscreen", which I thought was part of windows itself. I think I need an alternate download location

Actually, I wonder if I can download it on my phone, and just transfer the file... going to try it now
