Hardware Super Mario RPG and other SA1 games possible on New 3DS Virtual Console?

SMRPG just came out a few days ago on the Wii U Virtual Console, here in North America and I was wondering if the New 3DS is powerful enough to run SA1 games? Like Kirby Super Star and Kirby's Dream Land 3. Seeing how my phone ran SMRPG perfectly without any problems whatsoever, could the N3DS do the same?

The VC Emulator doesn't run any special chips, however, there's a Homebrew Emulator that can run it, althuogh very slowly. (Lemme look for the name of it)

If today's modern smartphones can handle SMRPG, I'm pretty sure the New 3DS can. The old 3DS defiantly can't, though.

It does run one game with a special chip, Mega Man X. So SMRPG could be possible.

Modern smartphones are at least 10x more powerful than the N3DS, the N3DS is maybe equivalent to 2008ish Android phones, probably weaker.
