When you change the region of what your console originally came with. My 25th Anniv. Zelda old3DS is originally a USA SysNAND console. After region-changing it, it is now runs as a European SysNAND console.

No, someone has to buy the games from the eShop to get the keys needed for it to be available in freeShop & CIAngel to download.

This exactly. I still buy the series that I love and like to try out others I'm not sure of first. I bought an indie RPG that was not available in other outlets. But I did release the info for others to try as well. I like to think I helped in both ways.

Well, like I said, it allows me to use the European eshop. If it wasn't for that, I would have never bothered with region-changing. Other's region-change, so they can use a language they understand and don't care if they lose access to the eshop.

your bank/their system can handle that.
usually you pay a little percent or free, it's not much most of the time, with reasonable banks, sometimes free if it's a nice one

Basically. Depends on your bank. Mine is nice and doesn't charge me for making foreign purchases. I have bought eshop titles of the Japanese eshop just fine.

Honestly I'm not even angry about the CDN downloader applications, at least this way shit sites like that vBulletin rom site don't get any support.
