unless you have dsiware, it's okay to skip system format.
but I(from my personal experience) advise you to do a system format, as doing so reduces the chance of a softbrick

If you are referring the the N3DS softbrick after a 9.2 downgrade, it's definitely not caused by DSiWare. My 9.9 N3DS softbricked but never had any DSiWare installed at that time, while my brother's 10.3 had Zelda: Four Swords Anniversary Edition installed (transferred from a DSi) and all went good.

there's a chance of softbrick, not 0% or 100%, just a chance
Definition of chance
3.
a possibility or probability of anything happening:

Uhm... Earlier, you said this:

And I was specifically targeting the "it's okay to skip system format if you don't have DSiWare", since it is plain wrong. It is NOT okay to not format a N3DS before downgrading if you don't have DSiWare, as that is not the reason for it soft-bricking.

I know what chance means, thank you, but I didn't talk about "chances", nor implied that you saying that "formatting the console reduces chances of soft-bricking" was wrong. You completely missed the point of my reply (or deliberately chose to ignore it).:)
