Because everything Powersaves is encrypted. EVERYTHING.
Otherwise we'd have Powersaves PKHeX by now (yes ik you can decrypt backups but not encrypt them so they work)

Someone in this thread has already said they downgraded a friends system with this

Issue is, the cart's save is empty, the digital game's where all my data is, and installing still requires you to progress to the Secret Base point in the game to use hax.

You could screw around with PKHeX so you have 2 badges... assuming that doesn't break the save it would put you close to when you could use bases

I only tested OR ver, but it basically same OR and AS. and yeah, you need to play 111 route and open secret base.

basically, you just need savedata.

fully steps:

these steps are normal game contents. you just play game if you can use savfiler, you can skip these steps
1. player can make secret base.
this content require to reach 111 route. just play pokemon story. i was spend more than 7 hours for this
2. make friend secret base using qr code data on my secret base
3. visit friend secret base, and friend invite to player's team.
4. return to my secret base.
5. talk to friend character, you can make secret base party
6. close game

after steps, need hbl launchable console.
7. launch hbl using another hax
8. inject payload using hax installer
9. relaunch pokemon
10. visit my secret base and edit party name, it will trig exploit then launch hbl
if not launch hbl, you may need to remove update data. btw currently hax is little unstable, sometimes you just need to retry this step.

1. only 10.
2. only 7~8 steps require hbl

You can just edit the XML, erase everything between the two <target> and replace false with true.
