Stop, don't do that. If you delete FBI you might end up with no CIA installer.

Are you sure you downloaded a new version and selected the correct CIA to install?
I deleted the old verison and installed the new one and it went back to the old one

Did you actually uninstall FBI from your 3DS, or just delete the CIA file? Detail specifically what you have done up to this point.
Not telling him to delete the injected FBI. Just delete the installed FBI whatever version you have.
In order to install an updated FBI you must download the latest FBI aka FBI 2.x.x.x then install it. Just delete the older version that you installed.
if hes using EmuNand and Migrated TO A9LH, then you can speed it by by a teeny bit, bak up your EmuNAND, SD contents, use the latest vers of EmuNand9 and format hte SD (so it sets it for a 64kb cluster)
if your doing just SysNAND, doing that only slightly speeds up Home menu load times when its loading all your folders/Game icons. not much you can do to speed up SysNAND boot times.

so I went onto my sd card deleted fbi then got the new fbi file and installed it im pretty sure that's not the right thing to do lol.
Sorry but that doesn't help. All I can see is what files are on your SD card. I can't tell from that what is actually installed. Again, detail specifically what you have done up to this point.
Not everybody has an injected FBI. I don't. In this case, uninstalling FBI would result in not being able to install CIAs since FBI.3dsx doesn't run from updated sysnand.

I don't need a photo. I need to know what you have tried so far in order to update FBI.
The 10 seconds black screen boot time is normal, no matter you use an unmodded system or CFW, in any 3DS that is not an n3ds since FW9.0, they made it sluggish slow to boot.

Cia files on your sd card are just Cia installers the actuall app is inside your system and can only be uninstalled using a app installer IE FBI, Devmenu, SOON2 etc.
Whenever you wanna update a scene program on your 3DS, you must use an app installer to delete the old program and install the new CIA version of the program.
Ala FBI 2.2.1 etc.
In this case you must install the NEW VERSION of the FBI before deleing the old version cause you what you wanna install requires you have itself already installed.

He would only delete it after he installs the new FBI 2x. Why would you delete something you need to use to install the new version if you haven't installed the new version?

I wouldn't. But you just told him "uninstall it and reinstall it" without having any idea if he had a second injected FBI to fall back on. That's why I told him to stop and give more information before doing that.
There's the problem. You have to install the CIA for the new version of FBI. How do you launch FBI right now? Is it from Health and Safety or a separate app on your home menu?
Dude you need to explain this guy the whole concept of how files and apps are installed into the 3DS first.
He seems to believe that files are installed just by dragging and dropping it onto the SD card. LOL
Educate him on how things work.
Great. Ok, when you run Health and Safety does it also run FBI, or does it actually run Health and Safety?

Well, from what I've heard from my parents, he had a seizure last night, perhaps an epileptic episode, fucking died, had a near death experience, my dad called the paramedics, they showed up, took him to the hospital, and he woke up covered in tubes, and started complaining.
