Ok guys, I'm stupid, so please help out a stupid guy here.
Yesterday I got a new microSD for my N3DS. I copied all the files from the microSD I already had to a backup folder. I still have it on my computer.
If I didn't copy the RedNAND partition (as someone from 4chan suggested), I don't know how I didn't because I highlighted every single folder of my backup and copied it into my microSD. If that isn't the case, then I have no idea what's the problem. I'll begin to describe it now.
Once I had my microSD data transferred over to the new one I entered the gridlauncher and began to read the instructions for getting the OTP in the Github guide. It said to update RedNAND to the current version, so I opened up Luma.
But Luma booted me back into SysNAND instead of RedNAND. I went back to the gridlauncher and opened Luma and went to the config menu. I didn't have anything other than "Show Current NAND in System Settings" selected (It had an X in the parentheses).
I went to EmuNAND9 and went to see if I could restore the RedNAND but it said the SD card wasn't formatted yet, so I went ahead and formatted it, then I used my backup folder again to copy the files back to my SD.
I tried to restore the RedNAND and it turned out I didn't have a backup file for it.
I even reran the downgrade, and that didn't work either. I don't know what the deal is, so I seriously need help.
