I recommend sysupdater bc safe seemed to brick during the process. Dont have a link sorry.
And if its a N3DS XL you need to try about 100 times before it might work and try to open ftp-3ds and then spam b and open sysupdater and if it has Y to downgrade, just let it sit for about 2 minutes and then hit Y. It lets the app get ready. And make sure you have the right downgrade files before downgrading. Try the new 10.4 sysupdater. (Google is your friend)

so, every time it gets me an error, I just turn the console off, boot homebrew launcher, boot sysupdater, repeat?

This, plus SafeSysUpdater gives a lot of frankenfirmwares and you have to downgrade again. The N3DS XL thing is a bitch though. Is it the same or Japanese non XL N3DS?

Get the homebrew called FTP-3DS and load that before sysupdater. When you FTP, spam b until it exits and then hurry and load sysupdater. If it loads, let sysupdater sit (literally sit your 3ds down for 2 minutes) and then hit Y

yes the new 3ds xl will downgrade. Just use ftp to limit the amount of reboots you will need to do...
Advice- check the md5 of the zip file and make sure it matches the NEW 3DS 9.2.0 full zip of your region
