Not anymore. The best firmware to be on now is 9.0-9.2 as you can still have access to MSET, plus you can also use Browserhax and Menuhax.
So if the other 3ds does not have homebrew at all and the browser is blocked because i need to update i can still get homebrew channel with oot

What's the button combo to boot into the format screen? Holding L+R+UP+A as you turn on the system navigates you into the update screen, but how do you go to the format screen?

AFAIK There is no Format button combo. Only ones I can think of are L+R+UP+A for System Update, L+R+Y for Circle Pad Calibration and L+R+X for Touch Screen Calibration.

You can always format from Settings.

I've been searching for the combo for a while but Im starting to think there is no combo like you said.

I just ordered a 3dsxl with 4.5 Is there a way to upgrade to 9.2 or did i just waste my money lol

I ordered a 3ds that uses 4.5. But I'll also be interested in using whatever official method there is to buy some games, like the vc ones. How would I be able to do this without updating? I've had this sky 3ds (blue button) card for a long time, but never had my own 3ds to play it with. I don't know anything about the 3ds lol

Do DS games/carts work in emunand? Or would I have to remember to hit a button to stop menuhax from booting if I want to play a DS game?

You can still buy games if you have your emuNAND updated to the latest version.

I'm currently importing all my carts to CIA but can check for you in a few minutes.

Not sure which file you're talking about. The sites I linked to are just launchers for rxTools.

Depends on which CFW you're using. DS games do not work in rxTools, but they do work in ReiNAND. I'm not sure about Cakes.
 
I managed to successfully downgrade my 3DS but now I'm encountering a weird problem. I can't boot the device if I have my SD card in but if I take it out it boots fine. Also, whenever I put in the SD card when it's already booted it works fine and I can even boot and play games (other than Smash 4) but if I try to reboot or go to the home menu with it still in it freezes. Based on this I'm wondering if it is an exdata problem but I'm not really sure. Is there any way to fix this?

Turn off your 3ds
Remove your sd card
Turn your 3ds on
Put it in
Change the theme
Reinstall menuhax
