Should just work, I'm on Windows 10 and my 3DS appears in my Network window.

You probably need to change something up with your router or Windows Firewall.

its a standard smb share

Go into Windows 8 mode ?

There is no Windows 8 mode for Windows 10 system processes. Only compatibility mode for installed programs.

Windows Firewall blocks Network shares if you're setting the Network as "Public".
Firewalls are not only for WAN<->LAN...
