Need help hosting private local server

I'm using WAMP 2.5 on Windows 10 to host a local server (I'm using it to host the 9.2 decrypted CIAs to update my 8.1j N3DS but anyway that's not entirely relevant I think)

I'm having a problem actually accessing the server!

When I go to http://localhost or http://127.0.0.1/ I can reach it just fine, but when I type in my computer's local IP address, http://192.168.1.64/, nothing happens. Nothing loads. My browser says it can't reach the server. which is obviously an issue if I'm gonna try connecting my 3DS to it

Most common solution I've seen online is to check the new 'Take server online' option in the system tray for WAMP 2.5 but that hasn't solved my issue. I've tried modifying every last .conf file on the planet to change privileges from "Request local" to "Request all granted" but that hasn't helped either. I'm not the most experienced with web hosting and such but I'm sure the solution to this is simple and I'm just blind

Your firewall is blocking it. Are you using the built in windows firewall? If so you have to either allow the .exe in the firewall or allow the individual ports.

I haven't used WAMP/XAMPP a long time ago, but iirc you'll need to edit apache.cfg/.conf/.xml (idk the file extension), and there are lines that say Deny All, or something like this, just edit it to allow connection from everywhere (I think it's Allow All)

I suspected this and turned off Windows Firewall altogether. It didn't help :(

Make sure it is not binding to 127.0.0.1. There should be a bind address in the config file somewhere.
