Yes, you've been trying to do this since page 1, but still haven't done so much as a single google search? Don't think you ever mentioned what phone you're doing this on, but if it uses Android, there seem to be a number of tools for managing SD card partitions. Took maybe 5 seconds to google that.

On my fifth app downloaded, using all my data because people are too busy nitpicking that they won't find an app to manage a 3DS problem.

Just use FBI with rxtools. I tried Pasta like you, but it would not provide am access. switching to rxtools worked instantly and made running emunand super easy.
 
go to software management, it will tell you to reset your software management data. Just do so and you can install cia files.
Wait, does that mean Data Management is Corrupted after a fail of CIA installation?
