What!!
You place the bios in the retroarch folder. Inside retroarch folder is more folders put bios in system folder.
I'm a scrub... It's noted on the wikia. Someone, slap me !

Edit : Welp, it doesn't work, and I did put all 3 BIOS in the system folder :/

I wouldn't expect much from games using SFX. Overall, PocketSNES, CatSFC, and CatSFC Plus are your best bet. PocketSNES will be a bit faster but some games might only work with the other two, so I'd experiment around with it. I haven't messed with them much since I'm on o3DS, so BlargSnes is still my best bet.
Given your advice I think I'll steer away from SFX chip games, so what would you recommend for just basic SNES emulation?

have read most of this thread! I got the emulators i wanted all working for the exception on the ps1 emu and neogeo.

I should mention I am on the latest firmware 10.3.0-28 with homebrew through ironfall.

For PS1 it just doesn't get over 17fps. i turned off vsync and audiosync i tried bios inside system folder in retroarch

for neogeo i cannot load any rom i keep getting 4096 error i have tried roms from several places i tried roms and neogeo.zip inside emu folder, any help would be greatly appreciated.

PocketSNES can run certain SFX games well. Yoshi's Island runs fine, but Starfox has low framerate.

@hcenteno21 neogeo.zip needs to be in your roms folder.

So would PocketSNES be any good for emulating regular SNES games? Or should I use another emulator?

PocketSNES will run just about anything you throw at it fine, but it has bad sound on some games, so keep another like BlargSNES or CatSFC handy just in case. SNES isn't entirely grab one emulator and go on the 3DS yet.

i really like pocketsnes over the rest, i havent encounter any issues, just on star fox. Like they say keep othrs handy. I do have neogeo.zip in rom folder im sorry my post wasn't so clear! I can't get it to run unfortunately.

gpsp crashes and reboots my emunand. Latest message from retroarch is somehow audio failed to initialize. Is DSP mandatory now?

Don't mind me I missed bios install. Sorry about that.

PocketSNES is fantastic! I have been keeping catsfc, just in case I would encounter problems. No problems yet with around 50 games tested! :)

Weird, I can't install Ironhax. So I have to hax with the browserhax. Maybe that's why PCSX doesn't work on my side :/
