From what I understood, they need Nintendo's signature on them.
And no, you can't make your own legit CIAs.

The current list on the OP is all the known legit CIAS. They are dumps from preinstalled games on 3ds bundles.

From what I know, that is impossible.

I installed the SSB game and updated it, i can confirm that it works for online matches too. But for the DLC, you have to pay for it.

Well I got the update but with or without I got a crash the one that require full restart.

The update works, you just have top install SSB, and then before you open the game click on y to update.
