I know how to get into PastaCFW now but I have no idea how to install FBI..

Put FBI (3dsx smdh) in your HB folder and the FBI cia somewhere on your card.
Boot into emunand. Boot into HB menu now FROM emunand.
Run FBI 3dsx in HB menu on emunand and install fbi.cia
Now you should have FBI on emunand for cia installations

My problem is that, I can't boot emunand unless there's a *hax 2.5 comparable payload for RXtools or Reinand.

or cake

Or downgrade to 4.x/6.x with the gateway tool and use the mset exploit and a ds flashcart to launch rxtools.

Have you formatted and properly set up your emunand? Without it rxtools would have nothing to boot to.

Edit: Yes, as Psi-hate points out, minipasta rebooting to the home menu is usually a sign of it having ran and patched the signatures for the sysnand.

Tried about ~30 times, still no luck
using the latest version of sysUpdater on 10.3.0-28E with ironhax,menuhax,ninjahax
freeze on #5,#7 or loading the options and freeze

Yep, formatted and had it set, emunand even recognizes it. But rxtools and pasta nearly got me shattering this damn thing on a wall.

And wait..... minipasta is supposed to do this? So, what the hell I'm supposed to do from there? Boot FBI from the homebrew menu and install CIAs?

From my understanding pasta disables signature checks, it does not boot emunand. RXtools boots emunand plus incorporates pasta to disable signature checks.
So yeah, pasta is good if you inject fbi to your sysnand and only want to install things on sysnand after booting into it without sigs through pasta.

edit: cake also can boot gateway emunands without sig checks making it a solid alternative
