After I downgrade to 9.2, will I be able to access browserhax and install menuhax or will my current hax stay after the downgrade? Thanks for your replies

You'd have to install Homemenuhax again, if you had it installed before downgrading you'll get a soft-brick which gets fixed by removing your SD Card

OK so to recap. I downgrade to 9.2 with my SD card installed. Then I go to the homebrew launcher using browserhax, locate menuhax manager, uninstall then reinstall??

Your 9.2 pack should be a bunch of .cia files. You should put them in "sdmc:/updates/<your 9.2 update files>.cia"

Also, you need tux's sysupdater app in: sdmc:/3ds/sysUpdater/sysUpdater.3dsx (the .smdh goes here too)
You can get it here: https://github.com/TuxSH/sysUpdater/releases

Use browserhax to set up menuhax (Install, create config file type 1, no input code) and reboot without pushing any buttons.

Once in menuhax, run FTBrony, close by pressing B twice, then run tux's sysupdater app. If you fail, reboot and try again. When it finally works, select "Downgrade" by pressing Y and let it do its thing.

Good luck!

When installing legit CIA, in FBI, when something freezes or mixed text appears, what do they mean to reboot your console? Turn it off and back on? Press a button to reboot??

You must power off and turn back on.

The whole legit CIA method is outdated now, and you should be downgrading with Tux's downgrader instead.
It lets you install CFW, and you can use that to install FBI, then install any .cia you want.
