When did you downgrade? There were problems with really early downgrades where the 10.3 FIRM was still lurking underneath the hood, you probably have that happening, try again with this tutorial https://gbatemp.net/threads/tutorial-the-simple-guide-to-downgrading-your-3ds.407888

Boot your CFW into sysNAND mode and you'll probably get it back, this is normal... If not I'll help further

I used that tool to downgrade. I'll upgrade to 10.3 then downgrade again.
