Recently, an modified version of FBI was released on reddit. This version included some unfinished memchunkhax2 code. This version allows us to install legit CIA files above firmware version 9.3.
So, let's get started!
Once you've downloaded the .zip file, extract it and open the folder you've extracted it into.
There should be 4 files, but FBI.3dsx and FBI.smdh are the ones you're looking for.
Create a new folder in the /3ds directory on your 3DS' SD card called FBI, and paste those 2 files into this folder. You should now see FBI in your Homebrew Launcher.
Don't forget to put a LEGIT CIA somewhere on your SD card. I won't provide links for those, but here's a list of games that can be downloaded as legit CIA's. Also make sure they match your 3DS's region!
EUR Legit CIA
Animal Crossing New Leaf

Monster Hunter 4 Ultimate
New Super Mario Bros. 2 Gold Edition
Super Mario 3D Land
Go to the homebrew launcher, boot up FBI, and press any button. If everything went correctly, you should now be able to navigate trough your SD card and select the CIA you downloaded with A. The time it takes to install depends on the game size. It took me 2 min to install Super Mario 3D Land, but it took me 6 mins to install Majora's Mask 3D.
If the text looks broken, try again. It usually takes a good amount of tries in order for it to work. Still not working after 10 tries? Or is there an error when installing an CIA? Keep trying, but first check out the troubleshooting section.
DISCLAIMER: This is a VERY unstable build of FBI. Even though there are no reports of anybody bricking their 3DS' while doing this, there is still a chance of bricking your 3DS while doing this. So, I'm not responsible for any damage whatsoever if something DOES happen to your 3DS.
First of all, if the text looks all broken in the beginning, or FBI simply freezes, try rebooting. Just keep trying.
Make sure you're using Menuhax though. It seems like it only works with that. I've tried Ironhax numerous times, but on menuhax it worked on the second try. Correct me if I'm wrong though.
If you're getting any type of error when trying to install a CIA:
Try making some space. Don't forget that you need TWICE the space of the CIA in order for it to install correctly. If that doesn't work, try a different CIA.
You could also try booting into another app first, exiting, and then booting FBI. That seems to work a few of you.
I hoped that helped you guys. If I made any mistakes, please feel free to correct me.
